New features in build 4.11.2.3276

1. The type of grouping used for each events group is now displayed in the Operator protocol.
2. Optimized the disk loading when viewing the archive.
3. Added a parameter to the request for getting a list of time intervals with video recordings for exact date (ARCH_GET_INTERVALSREC), which allows to get the file names in the response as well.
4. The fire and smoke detection tools can now generate the alarms.
5. Added the Monitor.ShowTimeMS registry key which allows to enable/disable displaying the milliseconds in the monitor. By default, the milliseconds are displayed.
6. Added Romanian to the Language Pack
