New features in build 4.11.2.3298

1. Added a new interface module - Incident Manager.
2. The distribution kit contains an updated version of the database, now running on Microsoft SQL Server 2014 Service Pack 3 (SP3) Express.
3. Added the SendFrameArchExactDelay registry key that sets the positioning delay when you jump back and forth across recorded video using the time scale.
4. Added the Monitor.Native registry key, which allows you to toggle recompression on and off when sending video to the Monitor.
