To edit the external settings file, open it using the File -> Open menu. This file is stored in the root of the Axxon PSIM installation folder.

The external settings file contains the information about objects and events loaded into the system configuration, graphic icons of different object states on the map, and the object transfer rules from one state to another.
You can edit the external settings file for the software localization or for expanding/limiting its functionality (for example, to remove the unused objects from the system).
