If the video capture card is not isn't recognized by the tweaki.exe utility, we recommend you to check checking whether the camera access is allowed for applications. To do thisFor this, do the following:

  1. Go to Windows Settings→ Privacy→ Camera.
  2. Allow apps to access your camera by setting the switch to the On position as shown in the figure below.
