New Features

• Updated the VT SDK, added support for license plates of Tanzania (see The VT module functionality).

Improvements

1. Now when you add the license plate that isn't active but already exists in the database of the active tracking, the previous description is rewritten and becomes active, license plates aren't duplicated.
2. Added online documentation.

Bug Fixes

1. On the RR module, license plates are detected correctly if the 55555 port is occupied, there is a mistake in logs.
